You first meet these in Hong Kong. They are on your side unless you are on their property or commit a crime.

Leader of the luminous path triads. Is your ally.
Triads
There are two types - the Luminous Path and the Red Arrow. You must help reunite them.
Tracer Tong
You look for him in Hong Kong. Is trying to find a cure to the virus.
Bob Page and Maggie Chow
Bob supplies ambrosia and may be doing some underhand dealing. You will meet Maggie in Hong Kong, be wary of her.
